The Strategic Scientific Reserve or SSR is a fictional organization from the film Captain America: The First Avenger (2011) and which is featured in the backstory of Avengers Campus. It was the agency which gave way for the establishment of S.H.I.E.L.D..
Description[]
The SSR was a US military group which developed experimental means to fight the Axis powers during World War II. The SSR would become extant and absorbed into the spy agency, SHIELD.

History[]
US president Franklin D. Roosevelt ordered the creation of the SSR in 1940 to oppose a similar group used by the Nazis called, "HYDRA". Escaped Jewish-German scientist Dr. Abraham Erskine was enlisted along with industrialist inventor, Howard Stark of Stark Industries. Together, they worked on creating a super-soldier serum, resulting in the creation of Captain America though Erskine was assassinated by HYDRA shortly after.
The SSR supplied Captain America and his, "Howling Commandos" during the war effort. After Captain America's disappearance, the SSR would investigate and quarantine anomalous Vishanti ruins at a Stark Industrial Complex in Orange, California. The SSR also created a secret base in Paris, disguised as a Stark Industries factory. Ultimately, Agent Peggy Carter would re-organize the SSR to create SHIELD.
